Under the Professional Code, the primary mission of the professional orders is to protect the public. Accordingly, the CMA Order first ensures that its members have access to an outstanding education program that is synonymous with excellence. In addition, the Order complies with legislative and regulatory provisions that govern the practice of the certified management accounting profession.
Quality and Professional Conduct
The Quebec CMA Order is specifically responsible for issuing permits to practice, maintaining the membership roll, supervising the practice of the profession and detecting unlawful use of the CMA designation and illegal practice. If convinced that someone is unlawfully using the CMA designation or illegally practicing the profession, the Order institutes the appropriate proceedings in court.

Any person who is dissatisfied with services received from a member of the Order or has doubts about the quality of such services may contact the Syndic of the Order to complain or to determine if there are grounds for an investigation. The Syndic is responsible not only for investigations but also for launching the disciplinary process, since it is generally the Syndic who files complaints deemed justified against a member. The Disciplinary Council is constituted under the Professional Code. It is presided by a chairperson appointed by the government from attorneys with more than ten years of practice and CMA professionals. The Disciplinary Council handles complaints brought against CMA professionals for violations of the provisions of the Professional Code or the regulations governing the Order. It hears the complaints submitted to it by the Syndic or anyone acting as complainant. Then it decides on whether the professional is guilty of the violation and where applicable, imposes one or more of the penalties provided in the Code.
The hearings and decisions rendered by the Disciplinary Council are public. Before the first disciplinary hearing is held, the Order cannot give access to the documents contained in the disciplinary file. However, once the first hearing has been held, unless otherwise ordered, the entire disciplinary file is public.
